MSIAC is organizing a workshop to exploit an improved understanding of munitions vulnerability and consequences to deliver improvements in explosives and munitions risk management. The current management of explosives and munitions risks is a broad area covered by many policy documents. These documents are based on a combination of best practice and underpinning technical and scientific knowledge.

Program

The workshop will bring together stakeholders from the Hazard Classification (HC), Insensitive Munitions (IM), and explosives storage safety communities to develop a coordinated and optimised approach to managing explosives and munitions risk. A secondary aim of the workshop is to initiate changes that will help realise the benefits of IM, particularly during transportation and storage to improve safety and help safeguard military capability in hazardous operating environments. The workshop will seek to achieve the following goals:

  • Develop improved methods for explosives and munitions risk management
    • Exploit results from small- and full-scale testing
    • Manage risk with sufficient detail and granularity
    • Realize benefits of IM
    • Efficiently manage munitions presenting greatest hazard
  • Support the IM and HC harmonization initiative
    • Identify how response descriptors can be introduced in HC testing
    • Identify whether there’s a need for revised definition of Hazard Divisions (HD) and Storage (sub) Divisions (SsD)
  • Recommend improved methods for explosives and munitions safety risk standards
    • Ensuring they reflect the changing nature of the munitions stockpile
    • Balancing complexity versus ease of user application

The workshop structure is presented in the figure below.  It contains various plenary and parallel sessions to optimize the exchange of information.

The topics shown in the figure are described in the following paper which is also presented at the International Explosives Safety Seminar 2018 in San Diego.

Call for papers

News: Abstract deadline extended to 30 April 2018 For the workshop to run smoothly we require participation from attendees through the exchange of information, including presentation of material, discussions, and literature of relevance to the risk management of explosives and munitions. We encourage those who are interested in attending to submit abstracts for presentation as soon as possible. Please submit your abstract using the online abstract form (above). Having abstracts prior to the registration process allow us to populate the plenary and focus area discussion groups with presentations and participants. The abstract submission form will be open for a limited time but do contact us if you are waiting on clearance for your material. Paper submissions with an associated presentation are preferred, but presentations without papers are also acceptable.  All papers and presentations must be releasable to MSIAC member nations. Appropriate markings (as per the MSIAC Security Instructions): Papers that are open for public releases (have unlimited distribution) do not need to be marked with any specific statement.  Papers limited to MSIAC member nations only should be marked - MSIAC Limited.  Classified documents should be released through your  MSIAC National Focal Point Officer or service Focal Point Officer to ensure that the appropriate NATO classification statement is clearly indicated. National points of contact are listed here. We will inform those whose abstracts have been selected for inclusion in the workshop by 30 April 2018. Please remember that the submission of an abstract and registration are two separate processes and have separate forms for completion. Registration

The registration for the workshop is now open. Please fill out the registration form below. We recommend to first submit an abstract (see above). We encourage representation from all MSIAC member nations, but the workshop will be limited to 65 participants. In the event of oversubscription, MSIAC will work with the National Focal Point Officer(s) from the nations to balance participation. This unclassified workshop is open at no cost to government, industry and academia representatives from all MSIAC member nations.

Location The workshop will be held at the Granada Conference Center.
